In place of a character if you see Question mark symbol or small rectangular boxes, then most likely you do not have a right Font installed in your system which can render the character image on the browser webpage sceeen, properly.  Install Unicode font.  Try viewing through a different web-browser software.  Try to use UTF-8 encodings in most areas.  Other factors could be : local additional/supplemental language settings in your computer, language and/or font settings in your web-browser, etc.
